Frances Hipple is a senior consultant with the Local Government and Housing Consultancy Practice at NCC Group, a leading independent provider of consultancy and testing services to the social housing sector.

With over 20 years’ experience in the social housing sector gained both within housing management and as a consultant, Frances is a recognised authority on exploiting IT to make the most effective and efficient use of financial and human resources. Frances has procured IT systems for over 50 social housing organisations and implemented major housing and finance systems. She has developed information and IT strategies and business cases for a wide range of organisations and managed internal and external audits in line with regulatory and statutory requirements.

Frances has been involved in a number of strategic research projects and co-authored “Why Risk IT” for the ODPM, a guide to IT in a supported housing environment. She has also advised the supplier community on market trends and analyses.
